Dr. Duggal began by expressing gratitude to all speakers, participants, organizers, and supporting institutions. He noted the high level of enthusiasm, expertise, and cross-sectoral participation, which made QLF 2025 an intellectually enriching and forward-looking forum.

Summarizing the core takeaways, Dr. Duggal reiterated several critical points:

Legal Vacuum in Quantum Technologies: Despite significant technological strides, there remains a severe absence of appropriate legal frameworks to govern quantum-related disruptions.

Urgent Need for Global Collaboration: National efforts alone will not suffice. There must be cross-border cooperation, global treaties, and multilateral forums specifically for quantum governance and ethics.

Inclusion of Judiciary and Legal Academia: Courts, law schools, and legal scholars must be deeply involved in quantum literacy and jurisprudential innovation.

Quantum Rights and Duties: Citizens will need new rights—such as the Right to Quantum Privacy or the Right to Opt-Out of AI Governance just as governments will need new duties to regulate quantum systems responsibly.

Legislative Recommendations: Dr. Duggal proposed that India, given its unique legal and technological ecosystem, take the lead in developing a Model Quantum Legal Code, which can serve as a benchmark for other jurisdictions.
